Young kids fined and banned from street hockey near Quebec

A story that frustrates the entirety of the province of Quebec has just occurred, live from Rivière-du-Loup.
See an excerpt from the report by the excellent Patrick Bergeron:
"A representative of the city of Rivière-du-Loup told a father that he could receive a fine if his children played hockey in the street again.

And the same thing happened elsewhere in Quebec, with 18-year-olds who were outright fined directly.
It's frustrating and very disappointing.
"Parents on Agnès-Giguère street in Rivière-du-Loup are angry. A representative of the City made a visit to the neighborhood last week to warn them that their children were not allowed to play hockey in the street due to an official complaint made by one or more neighborhood residents.

I would have so much to say on the subject, but let's say the comments are already quite unanimous.
Firstly, it's extremely disappointing coming from the person who filed the complaint, and secondly, it's concerning to see that there are loopholes in the rules to prohibit young people from playing hockey in the streets.
