Gary Bettman May Have Just Slipped and Confirmed Rumor About Nordiques Returning via Expansion

Recently speaking to the media, NHL Commissioner Gary Bettman confirmed some news regarding the potential return of the Quebec Nordiques.
As reported by TVA Sports, Bettman confirmed that Quebec has indeed once again expressed its interest!

In an interview with TVA Sports, here's what he had to say:
That doesn't mean Quebec's hopes are gone.
"We have heard about their interest in this regard, but there hasn't been a formal process initiated after that. [...]
I can't give you an exact date," Bettman said.
The NHL is clearly aware that Quebec remains a serious option.
TVA Sports indicates that hope is still very much alive regarding the return of the Quebec Nordiques
During this interview, Bettman spoke more about the potential return of the Nordiques in the context of possible expansion rather than relocation.. which is quite different from what we're used to!
"The dream of the Nordiques' return is far from gone in the hearts of many, and the comments from NHL Commissioner Gary Bettman clearly reflect that - even if he avoids making any promises."
