According to information from Renaud Lavoie of TVA Sports, Don Waddell, the general manager of the Hurricanes, would not be behind the hostile offer submitted to Jesperi Kotkaniemi. It would come from higher up in the hierarchy, from Tom Dundon, the Hurricanes' owner.

Remember that the Canes have submitted a hostile offer of one season worth $ 6.1 million to the Finnish forward. The whole thing would literally be revenge against Marc Bergevin, who had tabled a hostile offer for Sebastian Aho in the summer of 2019.
A quote from Dundon from 2019, which followed the Hab's offer to Sebastian Aho, has surfaced. At the time, Dundon reacted very badly to this decision by Marc Bergevin, so it is not surprising that he took his revenge towards the Montreal general manager.
This situation shows, once again, that this maneuver to get KK from the Montreal Canadiens is simply a revenge on the part of the Canes. Dundon obviously wanted to hurt the Montreal Canadiens by making this offer, and he has achieved his goal. He has just turned Marc Bergevin's plans upside down considerably.
