Sean Higgins has been charged with two counts of vehicular manslaughter.
«The officer who arrived at the scene detected 'a strong odor of alcohol' on his breath, according to the criminal complaint obtained by the Post.
Higgins reportedly told the officer that he had consumed 'five to six beers' before the fatal accident. He also admitted that he thought the SUV was trying to block his way, and his alcohol consumption exacerbated his impatience and reckless driving.
Higgins failed a sobriety test at the scene, police said.»
