Reading this, it's clear that it must have been a frightening scene for Heineman. (who will have to miss 3-4 weeks of activities due to the injuries sustained from this accident)

It's a city employee over there who is at fault.
Sounds like a Salt Lake City municipal employee basically blindsided Emil Heineman while he was walking on the street and hit him with his car.
