This topic was discussed by Jean Perron, a former head coach of the Montreal Canadiens, on the show La Poche Bleue.
Clearly, Bettman's management style does not impress him at all.
He cites a few examples, such as the infamous Linus Ullmark trade, announced 15 minutes before the most important game of the last 20 years in the Stanley Cup Final.
It was a real middle finger to Bettman, and proof that many executives in his own league no longer respect him much.
He also mentions the poor Arizona Coyotes and their move to Utah, in particular:

Another good point raised in his article is that teams have absolutely no respect for some of the rules imposed by Gary Bettman.
We can notably think of last July 1st, when about 60 signings were announced at noon sharp, whereas technically, teams are not even allowed to negotiate with players before noon.
Clearly, all teams are bypassing this Bettman rule.
And you, do you believe that Gary Bettman is losing control of the NHL? If so, it is obvious that a new voice might be needed for the position of NHL commissioner.
