As for what might be making Tuch hesitate, Marco D'Amico mentions this:

So this will be an interesting file to follow today.
Luke Tuch, 22 years old, is the brother of Alex Tuch. He amassed 30 points in 39 games this season at Boston University and he is a second-round pick of the Montreal Canadiens in 2020.
We're talking here about a big forward who is 6 feet 2 inches and 210 pounds.

If he signs, he could become an interesting element for the Laval Rocket, and possibly for the CH in the longer term.

According to Elliotte Friedman, there's still work to be done, but it appears like Tuck will indeed sign with the Canadiens!
